Phlex being phlashy for the camera! It doesn't matter that the camera is a couple stories up; she can go the distance!
There's plenty of instances of Phlex being asked to pose for PR-related photos for CaNERD, or marketing photos for brand tie-ins, so this is simply one of those instances. I think this one makes sense as a brand tie-in, maybe the cookie brand she used to have her likeness attached to, who knows!
